Again the document is based on the concept of positive rights. Notice that the document explicitly states how factors like equality, human dignity, life, freedom and security apply to all citizens. Be prepared to discuss how the document (especially the sections on Housing, Health Care, Food Water and Social Security, and Education) compares and contrasts to U.S. Constitution http://www.archives.gov/exhibits/charters/constitution_transcript.html
and the U.S. Bill of Rights http://www.archives.gov/exhibits/charters/bill_of_rights.html.
